Charles T. Thibodeau is a private security expert specializing in
security consulting and the training of security officers. He has
worked many hours as a private security consultant, private security
officer, private security supervisor, private security manager, and
licensed private detective. He has done so both in a contract capacity
and in a proprietary capacity.
For many years Charles T. Thibodeau has been a college instructor of
security management courses, published author of security topics,
certified trainer having been certified by the Minnesota State Private
Detective and Protective Agent Service Board, and the owner of a
full-service private security consulting and training business known
as Charles T. Thibodeau and Associates, established in 1988. Mr.
Thibodeau's expert witness practice began in 1991 and he has appeared
numerous times in court trials and at depositions where he has been
asked to render his expert opinions. He have also been consulted
numerous times by the local Minnesota news media as their subject
matter expert when they dealt with security issues.
Mr. Thibodeau has a Masters Degree in Education from The University of
Minnesota, a BA Degree in Psychology and Pre-law from the Minnesota
Metropolitan State University, and an AAS Degree in Electronics
Technology from DeVry Technical Institute, Chicago, IL. He took a year
of law school at the Minnesota State College of Law.
Charles T. Thibodeau earned private security's most prestigious
certification, the Certified Protection Professional certification,
(CPP), from the American Society for Industrial Security in 1985. He
has recertified under the recertification guidelines for the CPP every
three years since 1985. His most recent recertification was in
December 2003. He also earned the Certified Security Supervisor
certification, (CSS) and the Certified Protection Officer
certification, (CPO), from the International Foundation for Protection
Officers, both of which are current certifications.
During his tenure of over 24 years of study and practice in the
private security and private detective industries, Charles T.
Thibodeau has performed, written about and taught a long list of
topics, including, but not limited to, security consulting, security
surveys, risk analysis, vulnerability studies, target hardening
designs, perimeter security designs, total facility seamless
integrated security system designs, and analytical investigations.
In terms of specific topics relative to most lawsuits, he has been
extensively involved in the business of identifying real and perceived
threats, calculating foreseeable risk factors based on identified or
perceived threats, and identifying vulnerability gaps in existing
security countermeasures. Mr. Thibodeau has been designing and
implementing proactive preventive integrated security systems and
writing security policy and procedure manuals since 1981. In addition,
he has been training security personnel and private detectives,
applying hands-on physical confrontation techniques in real life work
situations, performing verbal de-escalation techniques during actual
hostile situations, and performing crime reconstruction and analysis.
Mr. Thibodeau is also an instructor of public law enforcement officers
for mandatory continuing education credits required for re-licensure
through the Minnesota State P.O.S.T. Board. He has taught in criminal
justice and private security departments of Community Colleges and
Technical Colleges for 13 years. He is currently on the adjunct
faculty of St. Cloud State University Criminal Justice Department, the
Rasmussen College, Criminal Justice Department and Academy College
Computer Security Department.
Mr. Thibodeau is serving on the Board of Directors of the
International Foundation For Protection Officers, and is the Chairman
of the Legislative Committee for the Minnesota Chapter of the American
Society for Industrial Security International. He has been the
Chairman of the Board of each of these international organizations in
the past.
On one occasion he was drafted by Congressman Jim Ramstad, to be a
Security Expert to testify at a Congressional Hearing on Campus
Security. Mr. Thibodeau's testimony, which supported passage of the
Cleary Act legislation, is recorded in the Congressional Record. Since
1993, he has been associated with TASA, a professional organization in
Pennsylvania, through which his expert witness services are brokered
to attorneys nationwide.
